Donald is Phil's goatee, as seen in the opening credits for High Score episodes. Donald interfered with Phil's life too much, so Phil shaved him off. He later became a driver at Mr. Malice's racetrack. However, it's kind of hard to win a race without arms or legs.

Evidently, Alternate Phil's goatee is some form of "alternate Donald". Although Project is a first season episode, it was in fact created between the fifth and sixth seasons.
